If a player receives a blue card, they are required to stay in designated “sin-bins” and exit the field for ten minutes. If the referee judges a foul to be too serious for a yellow card but too minor for a red card, it may be considered a tactical foul. To fill this precise gap, IFAB created the blue card. A rugby idea known as “sin-bins” is said to have reduced dissension at the local level. The card was originally orange, but IFAB altered it to blue.
