Two female Argentine fans named Noemi Gomez and Milu Barbiie in the stands took their top off completely after Gonzalo Montiel slotted his deciding penalty.

Qatar announced some very strict guidelines for visiting fans all around the world. The Qatari Tourism Authority clearly stated their expectation to the fans especially the female fans not to do anything explicit in public.
There will be a dress code in Qatar during the World Cup.

Qatar, being an Islamic country follows some strict dress codes for its people, especially for their women. Qatari women are not allowed to wear any dresses which are short or revealing of any kind. Although it wasn’t necessary for the visitors.
Noemi Gomez and Milu Barbiie escape Qatar unharmed
Spectators worldwide were worried for Noemi and Milu for their daring yet illegal public stunt. They were expected to be arrested following their daring act. Their social media accounts were inactive for the time being as well.
